This appears to be another nod to a similar Hubert Harmon design. This belt fastener features two snake heads holding a ring which in turn holds 3 brass fish.
I had another at one time that had been fashioned into a great looking necklace. A little imagination could make this very wearable.
Age appropriate wear, has some greening on the back, close to where the belt was attached.
